The problem
You need to evaluate training effectiveness, but budgets and resources are too tight for a full-scale training evaluation.
Some approaches
Short term: Target a few programs for feedback, based on your training goals. Hire an outside consultant to do a combination program review (to get a fresh perspective) and phone interview survey. Phone surveys done by outsiders help to preserve confidentiality and anonymity. Focus on the use of skills on the job.
Long term: After doing the evaluations, use the data to start building evaluation into your whole training system and using the feedback as input to new programs on a regular basis (continuous improvement).
