Short-term: Talk to management about setting hiring "start dates" so you can run introductory and orientation training more economically.
Medium-term: Consider designing some structured on-the-job training processes, involving management and senior staff. Start to introduce self-directed learning as a concept. Consider putting as much basic (unchangeable) content on CD-ROM and paper-based programs as possible, saving workshops for interpersonal skills and market sensitive material.
